  • There are no Council or Committee meetings this week on account of the Christmas break. Meetings at City Hall will resume on January 5th, 2026, when the Agenda Review Committee will meet to set the agenda for the January 13th meeting of Council.

  • In an year-end interview, Mayor Cindy Jefferies said that Red Deer’s budget discussions this year were guided by a focus on sustainability and predictability, responding to the community’s desire for slow and steady tax increases. She explained that Council made careful adjustments, such as reducing the variance built into the salaries and wages line, which helped lower the proposed property tax increase from 7.36% to 3.97%. Jefferies also addressed the struggles of the Downtown Business Association, acknowledging challenges from business closures and reduced provincial contributions but expressing optimism that the downtown will remain a vibrant space. She said that the City’s role is to support stable, organized social services while maintaining fiscal responsibility.

  • Red Deer is expanding its warming spaces to better support people experiencing homelessness, especially during harsh winter conditions. City Council recently approved funding to enhance existing services, including Potters Hands Kitchen, which will now operate five nights per week for 40-50 people, and The Mustard Seed, which will extend daytime drop-in services for about 50 people. A collaborative project between Shining Mountains Living Community Services and Turning Point will provide overnight support with wraparound services for individuals with more complex needs, pending a final location. Zoning challenges have complicated plans for a downtown Indigenous-focused warming space, with City Administration working to identify a suitable alternative. The City says that Temporary Use provisions in the zoning bylaw can help expedite emergency shelter approvals.

  • Hope Mission will become the new operator of Red Deer’s temporary homeless shelter at the Cannery Row site starting April 1st, 2026, replacing the Safe Harbour Society. The Alberta government cited Hope Mission’s experience serving vulnerable populations and said the transition will include a community engagement plan, Good Neighbour Agreements, outreach efforts, and measures to address encampments. Safe Harbour, which has operated the shelter for several years, said it supports the transition and will continue its medical programming while working with the Province to expand other supports. The change is supposed to be an opportunity to build a more coordinated, long-term framework for supporting vulnerable residents across Central Alberta. Shelter data shows maximum utilization below 72% this season, with average use around 66%. Mayor Cindy Jefferies said confirming a future operator brings clarity after prolonged uncertainty and will help Council plan next steps in the new year.

  • Red Deer has adjusted its staffing approach for Red Deer Emergency Services (RDES) to address concerns about safety and overtime costs. The City announced that dynamic staffing, which temporarily reduces on-duty firefighters and can close stations, will be paused until 75% of the overtime budget is used, helping ensure stations remain properly staffed. Firefighters’ union president Brad Readman called the move “a great step forward,” noting that RDES is now fully staffed and overtime is expected to drop significantly. Over the past two years, dynamic staffing had been used frequently to manage costs, but it prompted community concern about firefighter and public safety. Acting Fire Chief Curtis Schaefer says that service levels remain unchanged, with four firefighters per engine and full responses to structure fires. The City stressed that managing staffing and resources responsibly is key to maintaining long-term service stability, with emergency services accounting for about 17% of the City’s budget.
