  • On Tuesday, at 10:30 am, there will be a City Council meeting. Councillor Chad Krahn will bring forward a Notice of Motion to remove Direct Control Zone 35 (DC 35), which currently requires all applications for house suites in duplexes to go through a public hearing. Since its creation, all DC 35 applications have been approved after brief hearings. The motion proposes allowing house suites in duplexes across all zones where duplexes are permitted, while limiting one suite per duplex and keeping neighbourhoods within established house suite caps. The goal is to increase housing flexibility without overburdening communities.

  • Councillor Krahn will also bring forward another Notice of Motion, this one to reduce parking requirements for subsidized affordable housing in Red Deer. Currently, the City’s zoning rules require the same number of parking spaces for subsidized housing as for market housing, even though residents in subsidized housing are less likely to own vehicles. The motion proposes giving development authorities the discretion to reduce parking requirements by up to 70% for subsidized housing projects and Temporary Care Facilities. This change aims to remove a major barrier to the development and approval of affordable housing.

  • Council will review a rezoning application for 7740 40 Avenue on February 3rd, which could allow the property to be used as a future shelter. Submitted by the Red Deer Homeless Foundation, the proposal seeks to change the land designation from Industrial to a Direct Control District. Council’s decision at this stage would only determine whether to advance the rezoning process, not to approve construction, relocation, or operations of a shelter. If approved, the application would move to a public hearing, scheduled for February 25th, with additional reviews and opportunities for public input before any future shelter use could proceed. 

  • The City is struggling to meet conditions tied to $12 million in federal affordable housing funding. A key requirement, allowing up to four units per lot without rezoning or public consultation, has faced strong opposition from residents concerned about preserving neighbourhood character. Last July, City Council passed a motion opposing this “four units as of right” rule. The federal agency overseeing the funding has indicated it will not make exceptions, calling the rule essential to the program’s goals. The City now faces the risk of losing funding already received and must act quickly to address non-compliance. Red Deer is exploring alternative housing initiatives to meet targets, but it is not alone - other municipalities are encountering similar challenges with this zoning requirement.

  • Red Deer Public Schools is launching a community engagement process this month to better understand “classroom complexity” and how it affects students, staff, and families. The school division says classrooms are seeing a growing range of needs including academic, behavioural, social-emotional, and language-related, and wants feedback to help ensure supports are aligned with what schools are experiencing on the ground. Board Chair Nicole Buchanan said the goal is to listen carefully and use that input to guide future decisions on service priorities and resource allocation. Superintendent Chad Erickson said that staff perspectives will be especially important as they work in increasingly complex environments, and that wider community input can help identify what’s working and where changes are needed. The engagement will run through the spring, with a final report expected in June. Opportunities to provide feedback will be available for both staff and members of the public.
