  • There will be a City Council meeting today at 10:30 am. There are two Notices of Motion on the agenda, both from Councillor Chad Krahn. One would remove Direct Control Zone 35 (DC 35), which currently requires all applications for house suites in duplexes to go through a public hearing. Since its creation, all DC 35 applications have been approved after brief hearings. The motion proposes allowing house suites in duplexes across all zones where duplexes are permitted, while limiting one suite per duplex and keeping neighbourhoods within established house suite caps. The goal is to increase housing flexibility without overburdening communities.

  • Councillor Krahn’s second motion aims to reduce parking requirements for subsidized affordable housing in Red Deer. Currently, the City’s zoning rules require the same number of parking spaces for subsidized housing as for market housing, even though residents in subsidized housing are less likely to own vehicles. The motion proposes giving development authorities the discretion to reduce parking requirements by up to 70% for subsidized housing projects and Temporary Care Facilities. This change aims to remove a major barrier to the development and approval of affordable housing.

  • The Economic Development Arm’s Length Organization Transition and Implementation Committee has completed its work and submitted a final report to City Council. The report outlines the creation of the Red Deer D.R.I.V.E. Economic Development Association, an independent organization to guide and support the city’s economic growth. Council is being asked to approve the Mayor as the City’s representative, with Councillor Bruce Buruma as the alternate until the 2026 Organizational Meeting. The Committee, formed in June 2025, was tasked with developing a business plan, budget, and economic strategy. Its members included representatives from arts and culture, large and small industry, startups, and the finance sector. With the completion of the report, the Committee has fulfilled its mandate, allowing Red Deer to officially transition to the new arm’s length economic development model. The move is intended to streamline decision-making and strengthen the City’s efforts to attract investment and support local businesses. 

  • The City has received a $122,600 provincial grant from Alberta’s Municipal Climate Change Action Centre to upgrade lighting in City facilities. The funding will replace fluorescent bulbs with approximately 800 energy-efficient LED fixtures across five civic yard facilities, three parking lots, and City Hall. The project is expected to save over 300,000 kWh of electricity annually, reduce greenhouse gas emissions by roughly 160 tonnes, and cut energy costs by more than $50,000 each year. City officials highlighted that the upgrades align with Red Deer’s Environmental Master Plan, particularly its focus on reducing energy use and transitioning to renewable energy sources. 

  • A small rally of about 20 people in Red Deer showed support for Shining Mountains Living Community Services, which is working to open a City-funded warming space for people experiencing homelessness. A delay in opening stems from an administrative oversight from 14 months ago, but the City plans to discuss approvals at the next Council meeting. Mayor Cindy Jefferies acknowledged the frustration, saying the City is exploring ways to act quickly, including potentially activating the Emergency Operations Committee to open temporary nighttime shelter spaces. City officials stressed that addressing homelessness during extreme winter conditions remains a top priority and are reviewing next steps to ensure the space can open as soon as possible.
