  • On Tuesday, at 1:00 pm, there will be a City Council Special Meeting. Council will considering amendments to its Zoning Bylaw to allow the redevelopment of an existing 202,625-square-foot industrial building at 7740 40 Avenue into a permanent Emergency Shelter. The shelter would be operated by Hope Mission in partnership with the Red Deer Homeless Foundation, with potential future phases including integrated services such as health care, housing support, and social programs. This will be the First Reading of the rezoning bylaws - if passed, the proposal will move to a Public Hearing scheduled for February 25th, 2026.

  • Also on Tuesday, at 2:00 pm, there will be a Special Committee of the Whole meeting. The Committee will begin the process of developing Council’s Term Direction for the upcoming four-year term. The Term Direction will set Council’s strategic priorities, desired outcomes, and expectations, providing clear guidance to Administration on organizational objectives and resource allocation throughout the term. The process will involve a series of discussions and workshops over the coming months, culminating in formal adoption by Council at a future meeting. Once approved, the Term Direction will guide policy development, strategic planning, and budget decisions.

  • City Council has unanimously approved borrowing bylaws authorizing up to $7.21 million for the City’s paved roadway management program and up to $6.94 million for the annual storm water infrastructure program. The City says the bylaws do not require immediate borrowing but establish authority so projects can proceed during the 2026 construction season. If grant funding becomes available, the City plans to apply to offset costs and borrow only as needed. Roadway funding supports annual condition assessments and maintenance aimed at extending pavement life, including preventative work, rehabilitation, and reconstruction. Storm water funding would support activities such as clearing rights-of-way, replacing or relining deteriorated infrastructure, preserving catch basins, and reconstructing existing outfalls into rivers and creeks. 

  • More than 2,000 Red Deer residents responded to the City’s online, Living in Red Deer Survey, providing feedback on topics ranging from quality of life and parks to downtown and perceptions of City governance. City Manager Tara Lodewyk said the survey offers a snapshot of engaged residents’ experiences and complements the City’s Citizen Satisfaction Survey, a third-party phone survey. Respondents identified priorities they want Council to focus on over the next four years, including homelessness and housing, property taxes and the budget, crime and public safety, drugs and addiction, downtown revitalization, City spending and wasteful projects, emergency services staffing, infrastructure and maintenance, housing development and density, and healthcare access. The City says results have been shared with Council and Administration to inform strategic and operational planning, alongside other data sources and existing plans. The Living in Red Deer Survey will run every two years, alternating with the annual Citizen Satisfaction Survey.

  • Council gave First Reading to a site exception to amend the zoning bylaw to allow a drive-thru as a discretionary use for a new financial institution. A public hearing is scheduled for later in the month to gather community input. The drive-thru would be part of a future combined development at 4837 54 Avenue and 5402 47 Street in the Capstone area, following the earlier relocation of Carnival Cinemas downtown. The Capstone Area Redevelopment Plan encourages a mix of retail, office, and auto- and pedestrian-oriented commercial uses, but the current zoning prohibits drive-thrus, necessitating the site exception. Some nearby residents have expressed opposition, citing concerns that the drive-thru would worsen existing traffic congestion and negatively affect local quality of life. Council’s decision will follow consideration of public feedback at the hearing.
