  • There will be a City Council meeting today at 10:30 am. Council will review and finalize the 2026 operating budget and three-year operating plan, a required step under the Municipal Government Act before considering the 2026 tax rate bylaw in April. Administration reconciled the interim budget with technical updates, including adjustments to base expense calculations, confirmation of carry-forward funding for previously approved one-time projects, Downtown Business Association updates, a vacancy provision, and a minor provincial grant correction. These updates do not independently raise property taxes. The fully balanced budget reflects a 4.08% municipal property tax increase, but Council may choose to reduce $200,000 to align with a 3.97% increase approved in the interim budget.

  • Council will also discuss the Electric Utility Municipally Controlled Corporation (MCC). Red Deer has completed a detailed review of governance options for its electric utility, comparing an enhanced Department+ model, a Municipally Controlled Corporation (MCC), and full divestment. The review assessed each option against Council’s principles of reliability, responsiveness, affordability, adaptability, marketability, and financial benefit. The MCC model scored highest qualitatively, apparently balancing financial returns with retained municipal oversight, manageable workforce impacts, and continued rate regulation. Divestment could provide a one-time lump sum but transfers many risks and reduces municipal influence. Timing and regulatory approvals differ, with MCC formation largely under municipal control, whereas divestment depends on market conditions and Alberta Utilities Commission oversight. Administration says that the MCC approach provides long-term financial benefit, risk management, and strategic flexibility while maintaining accountability to ratepayers.

  • Red Deer Public Schools is set to add 11 new classroom complexity teams, thanks to funding from the provincial government’s 2026 budget. The teams, currently focused on K-6 classrooms, will include one certified teacher and two educational assistants each, providing targeted support for students with academic, behavioural, and language-related needs. Board Chair Nicole Buchanan emphasized that the addition acknowledges the increasing complexity in classrooms and reinforces the Division’s commitment to student success and well-being. The Division is also conducting community engagement with students, staff, and parents to better understand classroom challenges, with a report expected in June to guide resource allocation. The move follows widespread teacher unrest earlier this year over classroom complexity, and aligns with provincial investments of $300 million to address these issues and $148 million to boost teacher recruitment through post-secondary programs. 

  • The Red Deer Islamic Centre is preparing to move into a much larger facility to accommodate the city’s growing Muslim community, now numbering over 1,000 people. The new centre, a project more than a decade in the making, is about 65% complete, with plans to open next year. Located near Red Deer’s eastern boundary, it will offer not only a prayer space but also multipurpose areas for recreation, community gatherings, youth programs, and a full faith-based funeral service. The current mosque, built in the 1990s, no longer meets the community’s needs, with frequent parking issues and reliance on rented halls for large events. Fundraising efforts, including a recent event that raised $500,000, have supported construction, and organizers hope the new centre will serve as a long-term hub for Red Deer’s Muslim families.

  • Red Deer residents can now nominate individuals or groups for the 2026 Mayor’s Recognition Awards, celebrating outstanding contributions to the community. The awards highlight leadership, volunteerism, artistic achievement, and acts of humanitarianism or bravery. Categories include the Community Builder Award, Distinguished Voluntary Service, Fine & Performing Arts, and the Mayor’s Special Award, with the latter selected directly by the Mayor. Nominations are open to anyone who lives in or contributes to the community and will be accepted until 9:00 am on March 27th.
