There will be a Special Committee of the Whole meeting on Friday at 9:00 am to develop foundational governance documents for a new Electric Utility Municipally Controlled Corporation (EU MCC). Council voted in June 2025 to spin the City's electric utility off into a separate corporation under the Business Corporations Act, with consulting firm EY guiding the process. Friday's session covers service delivery standards, performance measurement, risk management, reporting requirements, and the rules governing shareholder meetings. Much of the workshop will be held in camera, limiting public visibility into the deliberations. The resulting governance documents will define how the new corporation is structured, who it is accountable to, and how its performance is tracked, with formal adoption expected at a future Council meeting.

The Audit Committee will meet on Wednesday at 1:00 pm to receive a Financial Indicators report, and the headline finding is notable: the City recorded its first operating surplus in over a decade in 2025, at 0.67% of operating revenue, after running deficits every year since at least 2021. The improvement was driven by a $35.3 million revenue increase and a 1.9% reduction in expenses. The City's provincially-imposed debt limit sits at 46%, down from 47%, and reserve coverage improved from 30.77% to 36.08%, partly because the surplus replenished tax-supported reserves. On the concerning side, the capital expenditure ratio has declined for five consecutive years, falling from 1.53 in 2021 to 1.21 in 2025, raising questions about the City's long-term ability to maintain its infrastructure.

Also before the Audit Committee is the City's annual whistleblower report. The City received 38 complaints through its anonymous reporting platform in 2025 - more than double the 17 received in 2024 and above the 31 received in 2023. Of the 38 complaints, 3 were substantiated and 35 were unsubstantiated. The largest category was "Sensitive" complaints at 22, followed by Unethical Conduct (6), Safety (5), Non-Compliance with Policy or Procedure (4), and Harm to People (1). The report notes recurring complaints associated with one operational area, and one matter was referred for external investigation. No evidence of retaliation against complainants was identified.

City Council has voted to pursue a renewed agreement with the Province to maintain the City’s integrated fire and ambulance service model, which has operated since 1962. Council also approved using additional municipal tax dollars - estimated at $2.5 million to $3 million annually - to cover the funding gap, which could result in an estimated 1.7% tax increase depending on negotiations with Alberta Health Services. The motion passed in a 6-3 vote after Councillors debated the balance between fiscal responsibility and maintaining emergency response quality, with supporters arguing the integrated system is vital for public safety. Critics, including Councillor Kraymer Barnstable, warned the City should not continue absorbing provincial cost pressures through higher taxes. Red Deer’s integrated model allows firefighter-paramedics to respond on both fire trucks and ambulances, and only seven other Alberta municipalities operate similar systems.
- The City announced on May 14th that Stock Yard Kitchen Ltd. has been selected as the new operator of Heritage Ranch under a five-year agreement. Stock Yard Kitchen is a partnership between The Meraki Group, the restaurant company behind State & Main and Original Joe's, and JR Adventures, which provides equestrian services. The new operator took over the 217-acre Waskasoo Park facility on May 7th. Plans include a restaurant, equestrian trail and carriage rides, and event hosting, with full service expected by fall 2026.
