  • The Audit Committee will meet on Wednesday at 1:00 pm, and the agenda includes two reports on the City's first-quarter finances covering the period ending March 31st. The unaudited quarterly financial report shows a $38.2-million deficit for the quarter, consistent with the same period last year, as property tax revenue is not recognized until tax notices are sent out in May. Net debt stood at $219 million at the end of the quarter, an improvement of $23 million from the first quarter of 2025, while long-term debt ended the quarter at $302.7 million. That borrowing represents 45% of the City's provincially imposed debt limit and 61% of the stricter limit set by Council policy, and works out to $6,500 per dwelling, above the $5,900 benchmark. A companion year-to-date performance summary projects favourable year-end variances of $6.5 million for tax-supported departments, $1 million for utilities, and $3.3 million for self-supported operations, helped by $9.2 million in lower wage and benefit costs, mainly from staff vacancies and hiring delays. The tax-supported operating reserve is forecast to end 2026 at $29.9 million, while the unspent capital budget stands at $471 million. The Committee is being asked to approve publishing the quarterly report on the City's website.

  • Also on Wednesday's agenda is the second quarterly progress report on the Financial Roadmap to Sustainability, the 20-year financial overhaul plan developed with support from KPMG that Council adopted in July 2025. Chief Financial Officer Sam Mugford reports progress across the plan's five focus areas, which cover financial policies, organizational structure, data management, financial reporting, and financial systems. Restructuring of the Finance department is 90% complete, while the review of Council's reserve policy is 60% complete, with schedules to be brought to the Audit Committee in July and to Council in September. A review of Council's debt management policy is 15% complete and targeted for October, and a new capital budget policy is due in December. Several streams are further behind, with work on a new asset management policy, a long-term financial planning policy, and a formal data management policy not yet started.  

  • City Council has approved a new Sponsorship Pilot Program that will allow the City to pursue sponsorship opportunities supporting City programs, services, events, and amenities. The pilot is meant to establish a consistent framework for identifying, evaluating, and managing sponsorships, which Administration claims will ensure they align with community values and City priorities. A report presented to Council on June 9th noted that the City has had a sponsorship policy since 2013 and manages several active agreements, but that sponsorship activity has remained largely reactive since 2018 due to limited dedicated resources and competing organizational priorities. Earlier market analysis and implementation planning found the program has the potential to generate increasing sponsorship revenues over time. Administration will report to Council annually on sponsorship activities, revenues, costs, and program outcomes. Council also directed Administration to bring the sponsorship policy and its evaluation framework back to Committee of the Whole by the end of 2026 for further review.

  • Council has also unanimously approved a capital budget amendment that transfers $305,000 between two water capital programs to fund an urgent repair at the Mountview reservoir, known locally as the "green onion". Because the money is being reallocated from the water treatment plant program to the water pumping stations program, there is no new funding request and no impact on utility rates. The reservoir underwent major repair work in 2023, with deficiency work completed in October 2025, but a consultant identified a separate problem while that work was underway, with waterproofing on the interior concrete pulling away from the surface and cracking. The reservoir has been out of service ever since. Administration explained that the reservoir allows the City to shut down pump stations and even the water treatment plant for maintenance, and provides additional capacity in the summer when water use increases. The contractor is expected to begin within a week, with repairs estimated to take four weeks, plus an additional week to refill the reservoir and return it to service ahead of the summer season.

  • Mayor Cindy Jefferies has teamed up with Calgary Mayor Jeromy Farkas and Edmonton Mayor Andrew Knack to encourage Albertans to vote in favour of the province remaining part of Canada in the October 19th referendum. In a short online video posted June 7th, the mayors of Alberta's three largest municipalities joked about their disagreement over who has the best hockey team and agreed that a stop at the Donut Mill in Gasoline Alley is a must when travelling between the cities. Jefferies said that while no country is perfect, Canada "has so much to offer and there's no place we'd rather be". Farkas argued that leaving the country would harm Albertans, calling it the last thing needed while the cities work to build more affordable and safer communities.
